Compulsory Purchase Order (CPO) is when the government, local council or utility company has the legal right to buy or take rights over your private property, if it falls within a public or private construction project (e.g. airport expansions, housing developments, sewer, water or gas pipe schemes, and rail or road building projects).

Government ministers believe that compulsory purchase powers are an important tool for local authorities and other public bodies to use as a means of assembling the land needed to help deliver social and economic change.

The Department for Communities and Government states that when used properly, CPOscan contribute towards effective and efficient urban regeneration, the revitalisation of communities, and the promotion of business - leading to improvements in quality of life.

The two most commonly used powers of CPOs are:
  • A CPO based on a specific Act of Parliament.
  • A CPO under the Transport and Works Act 1992.
Many bodies with statutory powers have compulsory purchase powers. A CPO requires the approval of the Government Minister specified in a particular Act of Parliament before it is official. The greatest users of compulsory purchase powers are local authorities and the Highways Agency.
